Why did Republicans stop Rand Paul's gun Amendment? Has the GOP turned anti-gun?

I dont know about your state , but most do not have gun records. When you buy a gun they do a background check ,The only record is that you bought a gun and it says if it is a long gun or handgun nothing else, no serial numbers no model numbers .The gun dealers keep the records of each gun and how they disposed of it
